Filters are what you need. Pumps move water around. If you were to use a pump on a fishtank, you would take up quite a bit of room. Pumps are usually associated with sumps. Basically, another tank below your current tank that acts as a giant filter.
And also, 15 gallons is far to small for even one goldfish.
i would use a filter.. i get my filters at walmart since they are always cheaper..
people always use the rule for the goldfish thing.. but i dont.. i have a dozen goldfish in a 29 gallon and they seem happy and growing…
and you can tell if they are happy or not..
just dont over stock your tank if you have alot of goldfish like me..

A few fish is pretty easy to care for filter wise but I always opt for a little bigger capacity filter then my tank because the more filtration you have the more bio load the tank can manage from the fish. You shouldn’t need anything else if the surface of the water has movement. If it doesn’t you need a small air stone and air pump to keep the water moving at the top. This will keep your tank oxygenated and also will keep the surface from stagnating. I prefer a small powerhead in the tank as apposed to an airstone myself as it eliminates all the condenstation water on the underside of the hood and also tends to be more efficient at keeping the water circulating. This will also help prevent algea growth in the tank.
